I am not completely certain the President intended us to take this rule as a paraphrase of Matthew 5:44. It is, however, appropriate. God keeps vengeance, justice, revenge as something He will ensure. It is not for us to seek. Also, when someone is unwell or otherwise conspicuous, it is not appropriate to revel in their infirmity. No matter what happens to another person, deserved or not, we are to pray for them. But for the Grace of God...that's us (Ephesians 2:8f).
Below is my list of modern rules to follow, and teach our children, based on this simple sentiment.
